The Secretary General of the Council of Europe, Marija Pejčinović Burić, has issued a toolkit for governments across Europe on respecting human rights, democracy and the rule of law during the COVID-19 crisis.

In response to the COVID-19 pandemic, the Congress has taken several steps to pursue its activities.
The European Spatial Planning Observation Network (ESPON) has created a hub where they have listed the actions of the EU Institutions and European Associations of Regions and Cities, as well as of other organisations and networks providing resource platforms in response to COVID-19.
ESPON also shares initiatives from European municipalities and regions to show how they are facing the crisis, and has published an article on how cross-border public services are affected.
In addition, ESPON has launched a call for expression of interest to establish a list of economic operators interested to develop a short-term research on the territorial dimension of the impact of Covid-19 pandemic and regional policies in Europe during the first months of the outbreak.
ESPON will present its findings concerning the impact of the COVID crisis on European regions during the "ESPON week", which will take place online on 18-19 November. It also published an article on participatory planning during COVID-19.
